Public and charter school students in kindergarten through fifth grade may qualify based on the following criteria:

Kindergarten – Grade 3: Any student determined to have a significant reading deficit if any of the following criteria are met in accordance with Rule 6A-6.053 § 12:

The student achieves the lowest level/benchmark set by the publisher during the universal testing period, based on the assessment outlined in the district’s approved K-12 comprehensive evidence-based reading plan;

The student achieves the lowest level/measure determined by the publisher during the progress report at any time during the school year based on the assessment outlined in the evidence-based comprehensive reading plan approved by the K-12 district; or

The student has demonstrated, through repeated formative assessments or teacher observation data, minimum skill levels for reading competence in one or more areas of phonological awareness; phonics; vocabulary including oral language skills; reading fluency; and reading comprehension.

Grades 4-5: Any student who scored at Level 1 or Level 2 on the Florida English Language Arts Standards Assessment in the previous school year or meets any of the three criteria above for a significant reading deficit.

If you are on active duty and have received a permanent transfer to Florida, you will be eligible for the Family Empowerment Scholarship for Educational Opportunities (FES-EO), the Family Empowerment Scholarship for Students with Unique Abilities (FES-UA), the Personalized Education Program (PEP ) or the Florida Tax Credit (FTC) scholarship before you move. You can apply with your primary address or your new Florida home address (if you have one) and upload permanent change of station documents with your application.

Q: My student attended a private school with a scholarship, but now we attend a public school. What happened to my scholarship? Am I entitled to anything else?

A: If you had an FTC, FES-EO, FES-UA, PEP, or Hope scholarship and enrolled in a public school, your scholarship will end and any remaining funds will be returned to the state. As a public school student, you may be eligible for a New Worlds scholarship account or a transportation scholarship.
